Krylov Centre hosted the first interdisciplinary conference on sophisticated product lifecycle management

At the discretion of military & industrial commission under the Government of the Russian Federation the Krylov State Research Centre hosted the first interdisciplinary conference «Methods and technologies for lifecycle management of sophisticated product and engineering structures» on August 20–21, 2014.

The conference addressed topical PLM challenges, methods and technologies for weaponry, military and special equipment based on state-of-the-art IT solutions considering advanced Russian and foreign developments.

By opening the conference Oleg Bochkarev, vice-chairman of the military & industrial complex, extended gratitude to the Krylov Centre as a conference organizer and emphasized its major contribution to the development of PLM technologies for sophisticated products. He mentioned that in view of the boosted production of weaponry, military and special equipment now and 70% share of Russian advanced weaponry, military and special equipment in the Armed Forced of the Russian Federation expected by 2020, PLM system is of paramount importance. According to Oleg Bochkarev product lifecycle management system is needed to assess performance of newly developed samples by «cost-efficiency» factor. Advanced and comprehensive engineering solutions being prerequisite for high-quality R&Ds and, consequently, high-quality weaponry shall be specifically addressed.

The key paper of the conference titled «Methodological framework of lifecycle management: from technological forecast and high-end technologies to operation completion and disposal» was presented by Andrey Dutov, Deputy Minister of Industry and Trade of the Russian Federation. By citing governmental orders in force he offered PLM methodology developed by the Ministry of Industry and Trade being the basis for relevant PLM regulations and IT systems.

Product development and launch system valid in Russia, being, in fact, lifecycle management system, was established in 60-70-ties of the previous century. For sure, it is now outdated and does not meet state-of-the-art requirements for development, production, operation and disposal of weaponry, military and special equipment.
Overall lifecycle of weaponry, military and special equipment consists of four phases. The first one includes strategic and technological forecast, situation monitoring and shaping of products based on design & engineering platform. The second phase assumes development of technologies by research centers and OEMs, i.e. generation of cutting-edge technologies. Design bureaus and manufacturers are involved in integrated design and manufacture under the third phase. And, finally, the fourth phase implies operation, repair, maintenance and disposal by customers (Ministry of Defense) and industry players.

Lifecycle management system is necessary as an interaction tool between customer, research institutions and production sector, between various work contractors.

Advanced standardization is required to proceed to PLM system. System of voluntary certification in companies of military & industry complex to ensure compliance with PLM system for weaponry, military and special equipment will be needed.
The conference was attended by representatives of the Ministry of Defense, managers and experts from more than 30 industrial holdings, corporations and enterprises of military & industry complex, including United Aircraft Corporation, United Shipbuilding Corporation, Rosatom, Roskosmos, Rostekhnologii.

Two sessions, lifecycle IT support and methodological framework, were part of the conference. Each session offered papers of leading research centers, industry leaders and IT developers, as well as live discussions in round-table format.

The presented papers, nature and content of further panel discussions evidence of focused attention and extensive involvement of representatives from the Ministry of Defense, Ministry of Industry and Trade of the Russian Federation and management of integrated institutions of military & industry complex in challenges of PLM system for weaponry, military and special equipment. Topicality of measures and requirements of PLM concept is confrimed by addresses of the above honorable representatives.
