
New standards and principles of enterprise management constitute the mandatory requirement to reduce manufacturing costs and to increase the efficiency, i.e. to establish so-called «lean production» ensuring high quality and reliability of goods.
According to Denis Manturov, the Minister of Industry and Trade of the Russian Federation, implementation of these methods at major manufacturing enterprises including the United Shipbuilding Corporation (USC) and Rosatom made it possible to reduce losses and to accelerate the assembling process with 30% reduction of production cycle.
The Minister of Industry and Trade of the Russian Federation considers the system of standards under development in context of «lean production» a part of regulation establishment intended for industrial modernization, particularly for its strategically important segment — the Russian Defence Industry.
The workshop session for expert group of the VPK (Military-Industrial Commission of the Russian Federation) Board on quality insurance and reliability increase for weapons, military and specialized technology under the chairmanship of Anton P. Shalaev, Deputy Head of the Federal Agency on Technical Regulating and Metrology, was held on March 24, 2017 at Krylov State Research Centre, the leading organization for standardization of defense production in shipbuilding.
Russian Defense Industry is currently facing significant challenges. By the end of 2020, the equipment of the Armed Forces of the Russian Federation with advanced armament and machinery should go beyond 60%, and for some particular cases — beyond 90%. One of the priorities in this process is the predominance of precision weapons. On the other hand, the necessity to supply the global market with military purpose products of new generation becomes more distinct for Russian export of weapons, military and specialized technology. The success in meeting these challenges will depend largely on the improvement of standardization system that determines all stages of national defense production life cycle including the design, manufacturing and service maintenance.
This statement was repeatedly emphasized during the workshop session by representatives of the Department for the Defence Industry of the Government of the Russian Federation, Ministry of Defence of the Russian Federation, Federal Agency on Technical Regulating and Metrology, leading enterprises and scientific centres of the Russian Defence Industry.
